Error: "1B6 occurred in generating certificate request" during External Certificate Authority (ECA) enrollment

Problem

When enrolling for an ECA certificate, you receive the following error:

The error: 1B6 occurred in generating certificate request

Cause

This error occurs when the proper ActiveX control has not been downloaded.

Solution

To resolve this issue:

  1. Go to https://eca2048.pki.symantec.com 
  2. Select Enroll for Your ECA Certificate

  3. Complete the online enrollment form and click Accept and Purchase
     
  4. At the top of the window, you will see: This website wants to run the following add-on: 'Microsoft Certificate Enrollment Control' from 'Microsoft Corporation".  If you trust the website and the add-on and want to allow it to run, click here (See image below)
     
  5. Click click here
     
  6. Select Run ActiveX Controls

 

If the following option does not appear, add the enrollment page as a trusted site and lower the security level.  Here's how:

  1. Open Internet Explorer and click Tools > Internet Options > Security tab > Trusted Sites zone > Sites button

  2. In the Add this website to the zone dialog box, enter https://eca2048.pki.symantec.com
     
  3. Click Add > Close

  4. While still in Security Settings, click on the Trusted Sites Zone (green check icon)
     
  5. Scroll to the ActiveX controls and plug-ins section and set:

    Initialize and script ActiveX controls not marked as safe = prompt

    Automatic prompting for ActiveX controls = Enabled

  6. Click OK > OK (click Yes if prompted to save the security settings)

  7. Open a new Internet Explorer browser window and submit the enrollment again
