Error : "The process cannot access the file because it is being used by another process" when starting a Website in IIS 5.0 or 6.0

Cause

 
This issue occurs when multiple website are trying to run on the same IP address and port.
 

Solution

 
To resolve this issue, make sure to assign a different IP address and/or port for each website running SSL. 
 
This will allow multiple websites to run on one server.
