Failover is a DNS record configuration that automatically updates records based on resource availability. Meaning, if you have a record that points www.yourdomain.com to the IP address 120.0.0.1 and has failover enabled; if 120.0.0.1 is unavailable, the IP address will be updated to a preconfigured backup IP address. 

The backup IP address is only used if the primary is unavailable and the backup is available.
